Foreword

The 11th ICCRTS provides an opportunity for continued exploration of the challenges of working in a networked environment. The intense interest in Networked Enabled Capability, with a corresponding increased interest in Command and Control in a networked environment, is motivated by a realization that our traditional approaches to Command and Control need to be re-examined. Our theme this year, Coalition Command and Control in the Networked Era, serves to focus our attention on C2-related innovations, particularly disruptive innovations that are outside of our comfort zones. Recently, we have seen dramatic increases in interoperability, not only technical interoperability, but interoperability in the information, cognitive, and social domains as well. We have also witnessed a much overdue increase in civil-military operations that greatly extend the set of mission participants so that interoperability is no longer simply a Joint problem, but it is also an inter-agency and coalition problem, with a need to work with government agencies, private volunteer organizations, and a variety of nongovernmental organizations.

The plenary and technical sessions are designed to reflect a broad range of ideas and prospects. In addition to individual presentations, we have several sessions planned to provide an opportunity to hear a variety of perspectives and experiences. These sessions will continue to speak to common concerns within the context of Information Age challenges and technologies. The presentations are available online prior to the start of the Symposium, to provide participants an opportunity to choose which sessions to attend, and to assist in their preparation to engage presenters in dialogue. We look forward to your active participation in making the Symposium a success.
