The theme for the 15th International Command and Control Research and Technology Symposium is “The Evolution of C2: Where Have We Been? Where Are We Going?” Since the first ICCRTS in 1995, extensive changes have occurred in the international environment, the nature of the threats to national security, the missions undertaken to protect our security, the technologies available to support our endeavors, and the ways the functions associated with command and control are carried out. This year’s Symposium will encourage development of insights and knowledge about how the field has evolved to deal with these changes and their implications.

History of the ICCRTS
In 1995, the Command and Control Research Program (CCRP), within the Office of the Secretary of Defense, held the first International Command and Control Research and Technology Symposium (ICCRTS) at the National Defense University in Washington, D.C. This meeting built upon a series of events established during the 1970s by the Office of Naval Research and the Massachusetts Institute of Technology that brought together interested researchers to exchange ideas on command and control (C2), its measurement and assessment, and the impact of new technologies on the C2 process.
The initial meeting was modest in size (63 participants) and included only a handful of non-U.S. participants. ICCRTS venues have included the United Kingdom, Sweden, Australia, Canada, and Denmark. Participation has grown substantially, to include hundreds of participants from dozens of nations. The ICCRTS has developed into the meeting where the best C2 analysts from around the world exchange ideas about the state-of-the-art and seek to influence the state-of-the-practice within the United States, its coalition partners, and the missions they undertake. The Symposium is an unparalleled meeting place for professional researchers, academics, active duty and reserve officers, and policy makers.
The ICCRTS has consistently focused on leading-edge issues involving (a) new concepts in C2 (b) new technologies and their potential impact on C2, and (c) feedback and evidence from experiments, exercises, and real-world operations. The Symposium is also an important forum for discussion of coalition and collective C2 issues and for examining the complex endeavors (stabilization, operations, disaster relief) involving a variety of entities including military, civilian, government, international organizations, PVOs and NGOs.

15th ICCRTS Quick Checklist – FOR FINAL SUBMISSIONS
- ALL FINAL PAPERS must include a cover sheet, abstract, main body/text, and references. See example below.
- FINAL PAPERS MUST BE CAMERA READY. Accept all changes and delete all comments BEFORE submitting your final paper.
- Please be sure to that your final, camera-ready paper complies with the following:
- Cover sheet, as outlined below.
- Abstract: All papers must begin with an abstract not to exceed 200 words. This synopsis will be used as a summary of your presentation in the program.
- Body of Paper: 20 pages max. (single-spaced, not including figures, appendices, endnotes, or references). Authors may employ whatever system of formatting works best, ensuring that all text is legible and that the style is consistent throughout your paper.
- Carefully proofread and double-check your work, for common spelling and grammatical mistakes, prior to submitting your final paper. The ICCRTS staff will not check for, or correct, errors when preparing the proceedings.
- Figures and tables should be numbered consecutively and each should have a caption.
- Statistical Results/Data may be presented in the body of the paper, or in an appendix.
- References can be acknowledged as footnotes throughout the text, or as a list at the end of your document. Just be sure to include references.
- Copyrights: The papers presented at the ICCRTS remain the intellectual property of their authors. While they may be cited, they may not be reproduced without the author’s permission. The DoD/CCRP does not hold any rights over these materials and cannot negotiate on the author’s behalf.
- All work must be UNCLASSIFIED: Authors are responsible for ensuring that papers are unclassified for public release and should not present sensitive material verbally at the symposium.

If your paper contains multiple authors, the agency that each person is affiliated with must appear with their name. Please refrain from using asterisks, symbols, numbers, or lettering. Keep in mind this is how you wish to be identified in the official Symposium program.
Review and Acceptance Process
The study of Command and Control, and this Symposium, has grown significantly over the years. This has resulted in an increasing number of paper submissions competing for the available time slots. Key date deadlines have been implemented to increase the amount of time for Track Chairs to review draft papers and provide detailed feedback to authors, as well as increasing the amount of time for authors to revise their papers. This is our ongoing effort to provide you with an event of the highest possible quality. We believe that these steps will allow authors to improve their papers and presentations, and thereby improve the overall quality of the Symposium.
While we have found abstracts useful in identifying papers that are, for any number of reasons, not appropriate for this Symposium, abstracts do not provide enough information for decisions regarding paper acceptance. Therefore, while we will still continue to accept abstracts as first submissions, authors are urged to submit papers for review as soon as possible. We will make every effort to provide timely feedback to authors. This rolling review process enables us to give the required attention to all papers that are submitted and maximize the time available for authors to make modifications to improve their papers. We understand that many authors will be in the middle of projects when the time comes to submit first drafts of their papers. If this is the case, this should be noted and we will expect the author to update the paper and presentation prior to final submission.
Thank you for your participation in the ICCRTS. If accepted, your professional paper will be included in a CD of the Symposium proceedings and both your paper and your presentation will be posted on the ICCRTS section of www.dodccrp.org. Please review the author guidelines and timelines to ensure that you are aware of and adhere to the ICCRTS submission process.

Abstract Submission
Abstract submissions must contain a cover page that includes the following information:

In addition to the abstract, we encourage authors to submit an outline for the full paper. This will enable us to provide more useful feedback early in the review process.

- Title of Paper: 15 word max.
- Suggested Topic: Please provide up to 3
- Body of Abstract: 200 word max. Classification: All work must be Unclassified
- Body of Paper: 20 pages max. (not including appendices and references)
Multiple Authors
For papers with multiple authors, identify one point of contact. Our Coordinator will communicate with this person regarding the Symposium. This point of contact will be responsible for passing on any information to the other authors of the paper.
Eligibility for Student Paper
All students who are currently enrolled as graduate students and have 6 credit hours or more or are undergraduates and have 12 credit hours or more (or the European Credit Transfer and Accumulation System (ECTS) equivalent) of courses are eligible to submit ICCRTS abstracts/papers as a student. The level and current stage of study must be included (undergraduate: e.g., sophomore, or graduate: Master’s or Research Doctoral degrees, number of years in program). Abstract submissions must provide proof of student status with either a written statement from the department chair or a copy of the college or university course schedule for the current or immediate past quarter or semester. When more than one author is listed on the paper, it may be designated as a student paper if and only if the student applicant is the primary author (listed first and identified as student). If the other authors are faculty members, the faculty adviser must provide a written statement affirming that the student contributed to over 50 percent of the content.
Reporting Results of Analyses & Experiments
When reporting experimental results, you must provide sufficient information so that the experiment could be repeated, as per accepted scientific studies. This means providing an overview of the experimental design (within-subject, between-subject, Latin square, etc.), describing statistical processing methods used (ANOVA, Regression Analysis, etc.), providing the measure of statistical validity for any conclusions you draw (in the body of the paper), and explaining the implications of your conclusions.
- The paper is appropriate for the theme and topics of Symposium.
- The paper is intellectually stimulating.
- The literature review is adequate/appropriate.
- The research design is adequate/appropriate.
- The data analysis is adequate/appropriate.
- The conclusions are reasonable.
- The paper advances the state of knowledge.
- The paper is logical and consistent.
- The paper’s argument is persuasive.
- The writing is clear and readable.
Papers will not be accepted if:
- Topics stray from the conceptual focus of the Symposium.
- Attempts are made to promote or sell specific goods and/or services.
- Claims are unsubstantiated or facts are inaccurate.
- Scientific merit is lacking.
- Writing/explanations are poor.

Guide for Presentations for the 15th ICCRTS
All ICCRTS presentations must be submitted in advance of the Symposium (via email iccrts@dodccrp.org) by June 1, 2010.
FINAL PRESENTATIONS ARE DUE June 1, 2010.

Each presentation is slotted for a 30-minute time slot (20 minute presentation, 5 minutes for Q&A, and 5 minutes to move to the next track).
All session rooms will be equipped with projectors. It is not guaranteed that podiums or lecterns will be available in all of the rooms.
Again, we MUST collect all presentations well in advance of the Symposium start date. All presentations will be loaded on conference computers ahead of time, and the June 1st deadline will be enforced. We realize that some may wish to make some last minute changes to their presentations; however no changes will be permitted after June 1st, in order to allow time for proper testing of all presentations. This will ensure that your presentation is not dropped from the event. We simply do not have the person-power to accept presentations for loading onto conference computers on the Symposium day, so thank you in advance for planning for, preparing and submitting your presentation by the due date.
Your presentation will be scheduled during one of the 3 afternoons of the conference once your paper has been submitted. However, if unavoidable schedule constraints arise, we will attempt to accommodate them up until May 14, 2010, when the conference schedule goes to press. Additionally, except in unusual circumstances, presentations should be made by one or more of the listed authors. Therefore please plan to attend the entire conference for the scheduled 3 days. This will ensure a fair and equitable distribution of audience participation for all author presentations. Respect and support your colleagues.
The ICCRTS Team recommends saving your presentation on a USB to have with you at the event. However, the presentation on the USB should be very similar or identical to the one submitted prior to the Symposium and reviewed by the ICCRTS Chair. Do not plan on bringing your laptop and downloading your presentation. Each room will have a dedicated laptop or PC connected to the projector. If you know that you will require special assistance outside these arrangements, please contact the ICCRTS Team prior to the conference.
Registration Fees
Please remember that the ICCRTS Registration fee is firm for all ICCRTS attendees, including daily track session presenters. The ICCRTS does not offer any other rate fee.
So, just in case you are unsure, the answer to your question is YES….this means ALL PAPER PRESENTERS must pay the registration fee and attend the conference for the full 3-day event.
Proprietary Information
All ICCRTS presentations are to be unclassified and any sensitive material should be removed. Draft presentations are posted to a site where only the ICCRTS Organizers and Chairs have access. Final presentations will be posted to the CCRP website for public use; this occurs shortly after the symposium. For this reason, proprietary information should be avoided in all ICCRTS submissions: abstracts, papers, and presentations.Venue for the 15th ICCRTS

The CCRP is delighted to be able to host the 15th ICCRTS at the historical landmark Fairmont Miramar Hotel located on the sunny bluffs of Santa Monica overlooking the Pacific Ocean. The Fairmont Miramar has served as a hideaway for movie stars for decades. It is not uncommon to bump into renowned entertainers on a getaway. All participants are encouraged to make reservations at the Fairmont Miramar as quickly as possible due to the limited number of special rate rooms.
As the Fairmont Miramar is the host conference hotel, the Federal Government has made provisions for reimbursement at 125% for conference attendees. Using this principle, attendees of the 15th ICCRTS who are paying the $275 rate will be eligible to be reimbursed for $261.25 for lodging. Conference Lodging Allowance FAQ's.

Guest Tour for 15th ICCRTS
A detailed tour of the Santa Monica Wednesday Farmers Market has been scheduled for the guests of the 15th ICCRTS to be hosted by the manager of the Farmers Market at 9:30 a.m. on Wednesday, June 23, 2010. The tour will include a no-host lunch at Locanda del Lago, an upscale Italian restaurant overlooking Santa Monica's colorful Third Street Promenade that spotlights seasonal cuisine and the freshest local ingredients obtained from the Farmers Market. Guest Tour members are responsible for payment of their own lunch.
History of the Wednesday Market
The Wednesday Market opened in Santa Monica's downtown retail district with the modest goals of providing reasonably priced, high quality produce to the city's population, and bringing more foot traffic into the area. Refund Policy
